The "Finance Amendment": creating the post of City Finance Officer; and changing the personnel on the Board of Estimate to include the Mayor, Comptroller, the Chairman of the Council's Ways & Means Committee, one member each from the Park and Library Boards, and one appointee each by the Mayor and the City Council (55% approval needed for passage).
